Who We Are

Established in December 2013, HSDF was founded to address a critical gap: Nigeria’s health and social outcomes were falling short despite substantial resources. Ineffective delivery and poor use of evidence were undermining impact.  Today, HSDF is a pan-African technical advisory and implementation organisation — embedded within government systems, grounded in rigorous evidence, and driven by a mission to save lives and livelihoods.

We work across 11 core technical domains, from data analytics and health financing to nutrition and private sector engagement.  We are not consultants. We are not donors. We are Africa’s trusted thought partner for health systems transformation.

I have learned a lot more from the Kaduna State PHC Management Capacity Strengthening Plan (KPMSP) than the OICs themselves. The entire exercise has created an avenue for us to engage directly with the Facility Managers. It has shown us that the Primary Health Care Under One Roof (PHCUOR) as we previously implemented did not percolate down to the facilities. It was essentially limited to the Zonal and LGA levels.
