Enabling Leadership and Organizational Management Capacity Development

Current Situation

The African continent is plagued with its fair share of the global disease burden. In particular, in Sub Saharan Africa the gap and lack of knowledge production has been flagged as a key challenge. Ministries, Departments & Agencies (MDAs) that drive transformation of Primary Health Care require routine assessments and support to strengthen their organizational health

Our Approach

At HSDF, we adopt a mixed methods approach in assessing the organizational health of health care MDAs, reviewing the structures, people, and processes, and developing recommendations based on gaps identified.

Addressing knowledge gaps

We offer analytical services, technical assistance (TA), and knowledge translation as well as develop, design, and implement evidence-based health financing strategies and policies that help governments provide equitable, efficient, and affordable healthcare to their citizens.

Strengthening Public Financial Management (PFM) systems

We support governments, primary healthcare facilities, and hospitals through detailed bottleneck analyses to develop tailored solutions towards effective planning, better budget performance (ensuring that funds are released on time and spent efficiently), and greater technical efficiency.

Results

We supported the Kaduna State Ministry of Health in streamlining technical working groups to ensure functionality and efficiency. We also provided support in developing the health sector and state primary health care agency annual operational plans (AOPs) and implementing the agency’s organizational capacity development roadmap.

HSDF collaborated with the Healthcare Leadership Academy to identify training needs and build the capacities of mid-level staff of the state ministry of health, state primary health care development agency, planning and budgeting commission, and Kaduna State health supplies management agency.
