HSDF provided technical support to the National Health Insurance Authority (NHIA) to conduct a baseline assessment of health insurance coverage across seven states in the North Central Zone, including the FCT.

Through a unified NHIA-aligned framework, digital data tools, encrypted cloud systems, and triangulated analysis, the exercise addressed critical challenges such as fragmented data formats and incomplete records across states — establishing a solid evidence base for policy and reform.

The assessment revealed a baseline coverage of 2.77%, representing over 877,000 enrollees, and exposed performance variations across institutions. These insights are guiding data-driven reforms aimed at accelerating equitable expansion toward Universal Health Coverage (UHC).

By strengthening data integrity and supporting strategic decision-making, this initiative marks an important milestone in building a more inclusive, accountable, and sustainable health financing system in Nigeria.
