Delivering quality healthcare at scale requires strong institutions, effective leadership, and systems that can consistently translate policy into results. The Kaduna State Service Delivery Project (KSSDP) was established to support Kaduna State's ongoing efforts to strengthen health system performance and improve the delivery of primary healthcare services for its population.
Implemented by the Health Strategy and Delivery Foundation (HSDF) with support from the Bill & Melinda Gates Foundation, the project builds on nearly a decade of partnership and learning from previous health systems strengthening initiatives in Kaduna State. It focuses on supporting government institutions to improve planning, governance, accountability, and the effective use of data to drive service delivery improvements.
By working within existing government structures, KSSDP seeks to strengthen institutional capacity and embed sustainable systems that can support better health outcomes long after the project concludes.
Despite significant investments in primary healthcare, health systems continue to face challenges related to coordination, performance management, resource utilisation, and accountability. As health needs evolve, government institutions require stronger systems that enable timely decision-making, effective programme implementation, and continuous performance improvement.
Kaduna State’s ambition to deliver high-quality healthcare services at scale depends on strengthening the institutions and processes responsible for planning, managing, and monitoring health programmes across the state.

KSSDP represents the next chapter in HSDF’s long-standing partnership with Kaduna State. Rather than introducing standalone interventions, the project focuses on strengthening the systems that enable healthcare programmes to succeed.
By improving institutional performance, strengthening accountability mechanisms, and supporting better decision-making, KSSDP is helping create a stronger foundation for the delivery of quality healthcare services across Kaduna State.
