Kaduna State is taking deliberate steps to develop a more realistic, evidence-driven and results-focused 2027 Health Sector Annual Operational Plan (AOP). The Kaduna State Ministry of Health convened key health sector stakeholders in Zaria to strengthen planning across health MDAs and align priorities with the Health Sector Strategic Blueprint (HSSB).

Drawing on lessons from the 2026 AOP Quality Assessment, participants reviewed existing gaps, priorities and implementation challenges to ensure the 2027 plan translates strategic goals into measurable and achievable actions. Discussions focused on indicators, baselines, targets, costing, financing, accountability mechanisms and partner alignment for technical and financial support. Stakeholders were encouraged to prioritise interventions that address identified health needs, demonstrate value for money and contribute to Universal Health Coverage.

HSDF is playing a key technical role in the process through situation analysis, facilitation, technical reviews and support for evidence-based planning. By strengthening prioritisation, costing, accountability and performance measurement, HSDF is helping Kaduna State develop a more realistic, implementable and results-oriented 2027 AOP, better connecting health priorities, available resources and measurable outcomes.
