Kaduna State has taken a major step toward strengthening health sector planning by reviewing existing baselines and setting realistic new ones for interventions that previously lacked clear targets.
Each activity was assessed against the SMART framework, tested for alignment with state priorities, and evaluated for its potential to deliver measurable results. This process has reinforced prioritization, improved coherence with state plans and partner initiatives, and laid a solid foundation for more effective implementation of the Annual Operational Plan (AOP).
HSDF is supporting the state to lead a harmonized, government-owned planning process that integrates national, state, and partner inputs while ensuring resources are optimally allocated. During the AOP validation phase, particular attention is being given to aligning activities with Project HOPE and the MAMII workplan. This ensures that the AOP budget reflects the state health sector allocation, incorporates capital costs, and emphasizes high-impact interventions.
By strengthening this alignment, Kaduna State is better positioned to secure performance-based incentives, close funding gaps, and deliver a more efficient and impactful health sector response in 2026.
