HSSA HPHC Tool Implementation

Timeline:  January 2023 – June 2023  |  Status: Completed

Ghana and Guinea.

Project Overview

Reliable data is fundamental to effective health system planning, resource allocation, and service delivery. Recognising the need for stronger health information systems in Nigeria, the Health Strategy and Delivery Foundation (HSDF), with support from the Bill & Melinda Gates Foundation, implemented the Strengthening Data Systems and Performance Management project between June 2014 and February 2019.

Strong health systems depend not only on effective policies, but also on the institutional capacity required to translate those policies into sustained action.

Tools that enable countries to systematically examine health policy and health system capacity can provide an important foundation for identifying areas that require strengthening and informing subsequent action.

HSDF supported implementation of the HPHC tool in Ghana and Guinea as part of the Health Systems Strengthening Accelerator.

The engagement focused on:

  • Supporting implementation of the HPHC tool across the two countries.
  • Applying a structured approach to examining health policy and health system capacity.
  • Contributing technical expertise to the implementation process.
  • Supporting the broader objectives of the Health Systems Strengthening Accelerator in Ghana and Guinea.

The engagement contributed to the Accelerator’s wider focus on strengthening country capacity for more effective and sustainable health systems.

By supporting implementation of the HPHC tool in Ghana and Guinea, HSDF extended its health systems strengthening work beyond Nigeria and contributed to a broader portfolio of cross-country technical assistance and institutional capacity development.
