Project Overview

Reliable data is fundamental to effective health system planning, resource allocation, and service delivery. Recognising the need for stronger health information systems in Nigeria, the Health Strategy and Delivery Foundation (HSDF), with support from the Bill & Melinda Gates Foundation, implemented the Strengthening Data Systems and Performance Management project between Juin 2014 and Février 2019.

The project was designed to improve the quality, availability, and use of health data for decision-making across multiple states. Working closely with government stakeholders at national and subnational levels, HSDF supported the development of stronger data management processes, enhanced performance monitoring systems, and promoted a culture of evidence-based planning within the health sector.

Although centred on Niger State, implementation extended across Akwa Ibom, Bayelsa, Cross River, Ebonyi, the Federal Capital Territory, Imo, Katsina, Kano, Lagos, Sokoto, and Taraba States, helping strengthen health system performance through improved access to reliable and actionable data.

Weak health information systems often limit governments’ ability to monitor programme performance, identify service delivery gaps, and allocate resources effectively. Inconsistent data quality and limited use of routine health information reduced the ability of health managers to make timely, evidence-informed decisions.

There was a need for stronger systems that could improve data quality, institutionalise performance monitoring, and promote accountability across the health sector.

HSDF partnered with government stakeholders to strengthen health information and performance management systems through technical assistance, capacity building, and system improvement initiatives. The project focused on:

Improving the quality and completeness of routine health data.
Strengthening performance monitoring and accountability mechanisms.
Building the capacity of health managers to analyse and use data for decision-making.
Supporting evidence-based planning and programme implementation.
Promoting continuous performance improvement across supported health systems.
