Project Overview

Large-scale health sector programmes require periodic assessment to ensure that investments remain aligned with objectives and continue delivering results. Midterm reviews provide an important opportunity to evaluate progress, identify emerging challenges, and inform course corrections that can improve programme effectiveness.

The Health Strategy and Delivery Foundation (HSDF) supported the Midterm Review of the Nigeria State Health Investment Project (NSHIP), a World Bank-supported initiative designed to strengthen primary healthcare systems and improve maternal and child health outcomes in Nigeria.

The review examined implementation progress, programme performance, and key achievements against project objectives. It also explored challenges affecting delivery and identified opportunities to strengthen implementation during the remaining project period.

Through evidence-based analysis and stakeholder engagement, the review provided actionable insights to support decision-making and maximise the impact of ongoing investments.

Complex health system programmes often operate across multiple institutions, locations, and stakeholders. As implementation progresses, changing realities can create new opportunities and challenges that were not anticipated during project design.

Without structured review processes, programmes may miss opportunities to adapt, improve efficiency, or address implementation bottlenecks. A rigorous midterm review helps ensure that lessons are identified early enough to inform programme improvements and strengthen outcomes.

HSDF applied its expertise in health systems analysis, programme evaluation, and stakeholder engagement to support the review process. The project focused on:

Gathering insights from key stakeholders and implementing partners.

The Midterm Review of NSHIP helped create an opportunity for reflection, learning, and strategic adjustment. By examining programme performance and identifying areas for improvement, the review contributed to stronger implementation and more effective use of resources.

The assignment reinforced the value of continuous assessment and adaptive management in large-scale health programmes, ensuring that investments remain responsive to emerging needs and capable of delivering sustainable health outcomes.
