Project Overview
Strong management systems are at the heart of effective primary healthcare delivery. Recognising that sustainable improvements in health outcomes depend on capable institutions and efficient governance, the Health Strategy and Delivery Foundation (HSDF), with support from the Bill & Melinda Gates Foundation, implemented the Manage PHC project in Kaduna State between November 2018 and May 2019.
The project was designed to enhance the capacity of primary healthcare managers and institutions to plan, coordinate, and oversee the delivery of quality healthcare services. Working closely with government stakeholders, HSDF supported initiatives that strengthened management systems, improved organisational effectiveness, and reinforced accountability within the state's primary healthcare system.
By focusing on the people and processes responsible for managing healthcare delivery, the project contributed to building stronger institutions capable of delivering more responsive and efficient primary healthcare services.
Effective primary healthcare depends not only on adequate resources but also on strong management systems that enable planning, coordination, supervision, and accountability. In many settings, limited management capacity and fragmented operational processes can reduce the effectiveness of health programmes and hinder service delivery.
Kaduna State sought to strengthen its institutional capacity to ensure that primary healthcare services were better managed, monitored, and continuously improved.
HSDF partnered with government stakeholders to strengthen management practices across the primary healthcare system by providing technical assistance and institutional support. The project focused on:
- Strengthening management and leadership capacity within primary healthcare institutions.
- Supporting effective planning and coordination of PHC programmes.
- Promoting evidence-informed decision-making through improved management processes.
- Enhancing accountability and organisational performance.
- Supporting continuous improvement in the delivery and oversight of primary healthcare services.
The Manage PHC project helped reinforce the institutional and managerial foundations of primary healthcare in Kaduna State by supporting stronger governance and more effective management practices. Through collaboration with government institutions, the project promoted improved coordination, accountability, and organisational effectiveness, contributing to a more resilient primary healthcare system equipped to respond to the health needs of communities.
