Managing Non-Communicable Disease and Injuries (NCDI)

Current Situation

High-level United Nations meetings in 2011, 2014, and 2018 called for immediate plans to address Non-Communicable Diseases (NCDs), the leading causes of death and disability worldwide. In fact, the poorest nations had been identified as the worst hit by NCDs.

The Lancet NCDI Poverty Commission was launched to address the disproportionate burden of NCDIs on the world’s poorest countries by bringing together leading NCDI researchers, clinicians and policy makers with support from the Program in Global NCDs and Social Change at Harvard Medical School and the NCD Synergies Project of Partners in Health.

Our Approach

HSDF serves alongside Nigeria’s Federal Ministry of Health as the secretariat for the Nigeria NCDI Poverty Commission, with technical support from the NCDI Poverty Network to achieve the agreed terms of reference. HSDF currently serves as the co-chair of the Nigerian NCDI Poverty Commission. Working with 24 other commissioners, they have a mandate to:

Document local NCDI policies, strategies, and accomplishments in the country

Provide data regarding availability and coverage of key health sector interventions

Analyze current expenditures and investment in NCDIs and other initiatives

Results

Following the maiden meeting on 30 March, 2021, where Dr Osagie Ehanire inaugurated the diverse 25-person team, the commission kicked off Phase 1 activities – a situation analysis to understand and document:
  • Gaps in NCDI policies and strategies, and progress towards Universal Health Coverage (UHC)
  • NCDI disease burden from a wide range of diseases outside the 4x4 framework*
  • Availability and coverage of NCDI services compared with health service norms and standards
  • Analysis of expenditure and investments towards NCDIs
*The 4×4 framework is a group of four Non-Communicable Diseases (NCDs) – cardiovascular diseases, diabetes, cancer, and chronic respiratory diseases – and four modifiable risk factors that they have in common – tobacco use, unhealthy diets, physical inactivity, and harmful use of alcohol.
