Project Overview

As countries continue to pursue Universal Health Coverage and improved health outcomes, global financing mechanisms must evolve to address emerging challenges and maximise their impact. Between Décembre 2019 and Février 2020, the Health Strategy and Delivery Foundation (HSDF), with support from the Bill & Melinda Gates Foundation, contributed technical assistance to the Global Financing Facility (GFF) Strategy Refresh.

The assignment supported the Global Financing Facility's efforts to review its strategic direction and identify opportunities to enhance its effectiveness in supporting countries to strengthen health systems and improve reproductive, maternal, newborn, child, and adolescent health and nutrition outcomes.

Drawing on its expertise in health systems strengthening, financing, and policy analysis, HSDF contributed technical perspectives that informed discussions around the Facility's future strategic priorities, helping position the GFF to deliver greater value and impact across partner countries.

Global health financing continues to evolve in response to changing health priorities, shifting donor landscapes, and increasing demand for stronger, more resilient health systems. To remain responsive and effective, financing mechanisms such as the Global Financing Facility require periodic strategic reviews that assess lessons learned, identify emerging opportunities, and refine priorities for future investments.

The strategy refresh sought to ensure that the GFF remained well-positioned to accelerate progress towards better health outcomes while strengthening country ownership and sustainable financing.

HSDF provided technical support throughout the strategy refresh process by contributing evidence, analytical insights, and strategic recommendations. The assignment involved:

Supporting the review of the Global Financing Facility’s strategic direction.
Providing technical expertise on health systems strengthening and health financing.
Contributing evidence and analysis to inform future priorities.
Engaging with stakeholders to support strategic planning discussions.
Helping identify opportunities to enhance the Facility’s effectiveness and long-term impact.
