Earlier in January 2026, Kaduna State convened a strategic review meeting to refine the Primary Health Care (PHC) Execution Grant orientation programme, ensuring the agenda was coherent, time-efficient, and aligned with implementation requirements.

The review strengthened coordination between health sector institutions and legislative actors, clarified programme officer roles, and finalized orientation materials to support onboarding and implementation. The agenda was also updated to reflect the central roles of the Planning and Budget Commission and Ministry of Finance in coordinating planning, budgeting, and execution processes.

Following the alignment meeting, the revised orientation programme was delivered from 4 February onward through a sequenced set of sessions designed to support step-down engagement and strengthen state ownership of the grant implementation process.

HSDF’s involvement in this process underscores its role in technical facilitation, institutional coordination, and performance management, positioning the organisation as a key partner in advancing effective grant implementation through 2028.
