Kaduna State is advancing the enrolment of 32,022 vulnerable beneficiaries under the Execution Grant to improve access to maternal and child health services across the state.

HSDF has been supporting the Kaduna State health sector to design and implement the Execution Grant, working closely with key MDAs including the Kaduna Contributory Health Management Agency (KADCHMA) to expand access to essential health services.

To operationalize enrolment, KADCHMA convenes key stakeholders including SPHCB, CHAI, PBC, SOCU, NATVIEW, Pathfinder, and the Gates Foundation to align on strategy and implementation. The process leverages the SOCU-managed Vulnerable Household Register of approximately 4.4 million individuals, enabling targeted identification of eligible beneficiaries.

Enrolment is being implemented using the Basic Health Care Provision Fund (BHCPF) financing model, with a strong focus on facility capitation. The approach is further strengthened through targeted sensitization in selected LGAs, coordinated oversight via the Health Care Financing Technical Working Group (TWG), and prioritization of vulnerable populations using a 60:40 enrolment ratio in favour of pregnant women.

Through this support, HSDF strengthens coordination, data-driven implementation, and performance tracking, while reinforcing the link between health insurance expansion and primary health care service readiness to improve health financing outcomes in Kaduna State.
