Introduction and Background
The Primary HealthCare (PHC) System in Nigeria is the foundation of the healthcare system and was established to bring health closer to the people, in the community, and elicit their full participation. Nigeria can make better use of public funds for PHC and reduce inefficiencies by improving the alignment between the public financial management system and health financing system, including the underlying budget, and planning processes. Governments efforts to increase funding to the PHC system has suffered severe setbacks due to the non-regularity or complete absence of regular financial reporting. In the past, efforts to strengthen the PHC financial management system in Nigeria have not yielded lasting results because, achievements made are quickly lost once projects close out. This could be attributable to over reliance on donor funds, no reinforcement from State Regulatory Agencies, failure to establish institutional systems and interventions to ensure sustainability.
Goal and Specific Objectives
The over-arching goal for the PFM resource center is to institutionalize standard practice of financial management system at the service delivery points of the primary healthcare system in Nigeria that integrates improved knowledge of key actors and availability of financial information for decision making. The platform leverages technology to improve and scale up cross country and regional learning through a peer education collaboration center to enhance financial management knowledge and capacity of key country-level stakeholders in the Primary Healthcare System.
Therefore, to ensure proper accountability at the PHCs which can potentially result in increased funding to the sector, a more sustainable approach is required for building the PHC financial management system in Nigeria. This project is designed to provide a learning center for continuous improvement, enhancing the knowledge and skills of PFM stakeholders with a pool of knowledge products on financial management especially suited to the PHC system in Nigeria. Participation is open to all focal persons from all states in Nigeria as learning center to continuously find solution to most critical PHC financial management requirements. Standard job aids, financial management tools, templates, guidelines, and acceptable best practices will be produced and made available for users’ access to ensure learning for all cross-country key players in PHC financial management.
