Scaling-up Management Capacity Building Intervention in Kaduna State’s Health Sector

In March 2020, the Health Strategy & Delivery Foundation (HSDF) and its consortium partner, Solina Centre for International Development and Research (SCIDaR), were commissioned to implement the Kaduna State PHC Management Strengthening Project (KPMSP).

The project’s objective is to improve the state’s health indices by addressing gaps in Primary Health Care (PHC) management. This is achieved through PHC systems development and the capacity building of PHC Managers.

During the first phase (March 2020- August 2021), the project team developed a PHC management training curriculum to guide the in-class and on-the-job capacity building of PHC managers. This project phase covered 10 of the 23 Local Government Areas (LGAs) in Kaduna State. Also, it successfully improved the management capacity of 214 PHC Officers-in-Charge and Deputy Officers-in-Charge in 107 Ward Priority PHC facilities. This intervention yielded clear results and tangible improvements in PHC manager’s behavior, practice and the quality of service delivery provision.

These successes led to the commissioning of the second phase of the intervention in October 2021, with a scale-up to 137 Ward Priority PHC facilities in the remaining 13 LGAs of the state. Following the conclusion of a three-month rapid assessment, the project commenced its in-class capacity building sessions on 31st January 2022.

 

Participants in this phase have been grouped into three batches and will be trained for two weeks each. Their capacity will be built across the seven thematic areas of the intervention – Data Management, Human Resources Management, Planning & Community Relations, Financial Management, Supply Chain & Inventory Management, Quality Management and Facility Management.

 

Also running concurrently is training for 11 facilities from the first phase who were unable to participate in the Phase I training sessions due to challenges with insecurity in some parts of the state at that time.

 

As in the first phase, resource persons have been selected from the Kaduna State Primary Healthcare Board (SPHCB), the Shehu Idris College of Health Sciences and Technology (SICHST) and the implementing partners- HSDF and SCIDaR. The Executive Secretary of the Kaduna State Primary Health Care Board, Dr Hamza Abubakar declared the phase II trainings open at a formal ceremony on  9th February 2022.

In line with the Federal Government’s health protection regulations, pharmaceutical and non-pharmaceutical Covid-19 control measures are being observed.
