Kaduna State Service Delivery Plan (KSSDP)

KSSDP is a strategic initiative focused on realistic, sustainable improvements to primary health care (PHC) in Kaduna State. The project centers on planning, costing, and securing sustainable funding for four critical pillars of PHC: Human Resources for Health (HRH), Equipment, Infrastructure, and Service delivery. Key to its success are strong public financial management (PFM) practices, including rigorous budget tracking, ensuring timely budget releases, and effective budget implementation. The goal is to strengthen the PHC foundation so that quality health services are reliably available to all communities.

Our Approach

By supporting sub-national planning, enhancing costing tools, and reinforcing PFM systems, KSSDP ensures that PHC priorities are not just identified but appropriately financed and managed. Through careful monitoring of budgets and resource flows, we aim to align resources with strategic goals, reduce waste, and improve health outcomes at the grassroots level.

We address four essential PHC pillars:

FCDP invests in building the skills and institutional strength of government actors, ministries, and sector partners. By providing structured technical assistance and targeted training, the platform helps stakeholders design financing strategies that are realistic, context-specific, and results-driven. This approach ensures that local actors are empowered to make informed financial decisions that align with national priorities.

Resources for nutrition are often limited, making prioritization critical. FCDP supports governments to identify the most impactful interventions and allocate funds accordingly. The platform guides stakeholders through evidence-based planning processes, ensuring that investments target the areas of highest need and deliver measurable improvements in nutrition outcomes.

Effective financing goes beyond resource mobilization—it is about ensuring sustainability and accountability. FCDP equips stakeholders with practical tools to mobilize resources, track expenditures, and monitor financial flows across sectors. This strengthens transparency and builds trust with partners and donors, creating a more resilient system for nutrition financing.

Data and evidence are central to effective policy and financing. FCDP helps governments and institutions access, interpret, and utilize evidence to inform resource allocation and track progress.
