HSDF applied its expertise in health systems analysis, programme evaluation, and stakeholder engagement to support the review process. The project focused on:

• Assessing progress against programme objectives and targets.
• Reviewing implementation performance and delivery processes.
• Identifying operational and institutional challenges.
• Gathering insights from key stakeholders and implementing partners.
• Analysing evidence to support strategic decision-making.
• Developing recommendations to strengthen programme effectiveness.

The review emphasised practical learning and evidence-based recommendations that could be integrated into ongoing implementation efforts.
